Your screenshots don't show a hub and the distance between the 2 domes in question is too far for them to walk. WebShuttles are global. One maxed hub should be enough for a while until you expand into 3 far spots, but you will need more depending on how self-sustaining each of your areas are (for example, if you make all your food in a single dome, it will generate a lot of shuttle traffic to move it to other domes if drones aren't enough).
