Then later in development they figured they might was well allow you to start with two. The reason they can't open the second slot up to any weapon is it would cause the classes to become unbalanced. WebEngineer. Sniper. Any other squad ft. an engineer. Seriously, they can turn the tide of a battle by placing a spawn point and MG nests. Use your engineers.
